I have been experiencing varying degrees of shin pain for quite some time. I have been told that I have flat feet and suspect that I am overpronating. I have experimented with shoes and inserts with some degree of comfort but the pain starts again within a month or less. If I get through the first 10 to 30 minutes of discomfort I am able to continue pain free for several miles. If I start out very slow for the first couple miles sometimes I avoid the pain altogether. Any suggestions would be greatly appreciated.

You need sports insoles that are flexible but also provide a firm arch support. These need to be used in running and normal shoes. You also need to stretch the shin area correctly.

Try the stretch below:

LYING SHIN STRETCH

Lie on one side. Grasp top forefoot behind. Pull forefoot to lower back. Hold stretch for 20 seconds. Repeat with opposite foot.
