on the bottom of my foot i have what looks to be like an old ripped dried out blister, which it isnt because i never had a blister on my foot, ever. i believe it is peeled dry skin. i also have tiny red bumps on the bottom of my foot. this is only on one foot. can this be serious?? i am very athletic does this have anything to do with it??

Do your feet sweat excessively? And are there any lesions in-between your toes?

i have the same dry patches in between some of my toes. my feet sweat when im playing my sports, but i dont believe my sweating is a lot.
what can i do doctor?? :-(

It may be a fungal infection of the skin. Try lamisil cream for 7 days.
The advice given should be treated as a guide and thus you should visit your doctor and ask him to diagnose the conditon.
