My daughter (now 14) suffers from what appears to be classic 'juvenile plantar dermatitis'.  Over the years we've tried active treatments (Fucibet, topical antimycotics, Chinese traditional medicine...), and of course copious emollients (loads of vaseline under cotton socks at night).  The emollients help, but invariably get overwhelmed and there follows a few weeks of very painful cracks.

Anyone got any suggestions?

Have you tried a urea based cream such as flexitol heel balm? (10% urea) or you could get a 40% urea cream from your doctor. Urea works very well on cracked skin, I would advise you to try the flexitol heel balm and if is mildly effective than ask your doctor for the much stronger 40% urea cream.
